The Cholas kings divided states into smaller units to run the administration effectively. For example Mandalams, Valandu, Naidu and Urr were the units in the descending order. To run the administration the committee system was adopted. It was called the Wariam system. Tax committee, cleanliness arrangement committee, Water arrangement committee and committee for giving justice. Urr was the smallest unit of administration, it was divided into 30 wards. One member was elected from one ward. The name of the candidate was written on palm leaves and put in a box. Then a child used to draw 30 leaves from the box. The person whose name was in the draw, considered to be the members of the Urr. The election system was called ‘Kodu Balai’. To sum up, in ancient India, democratic systems could not be established. The decisions by the administration were taken either in the temple or under the shady trees.
