The answer to this question can be broken into 2 main parts:
Ala-ud-din Hasan - first Bahmani ruler.
Administrative reforms.
Solution:
Ala-ud-din Hasan, who was also known as Hasan Gangu seized Daulatabad and declared himself as Sultan Bahman Shah in 1347 A.D.
He attempted to extract annual tributes from the Warangal state, the Reddi kingdoms of Rajahmundry and Kondavidu which led to frequent wars with these kingdoms. He divided the kingdom into four territorial divisions called 'Tarafs’, for the ease of administration. A Governor was appointed for each province, where the Governors commanded an army, collected revenue and administered the province. This system worked effectively under a powerful king, but became dangerous during the reigns of weak rulers since there was a risk of rise of independent states.
