Five year plans were successive plans adopted by the Soviet Union for the development of their national economy. The first five year plan was adopted in 1928. The Soviet planning agency that was in charge of making and implementing these plans was called the Gosplan. Overall, the Gosplan implemented thirteen five year plans. The major thrust of these plans was to transform the Soviet Union from a primarily agricultural country to an industrialized one. They focused on heavy industries but at the cost of producing consumer goods.
