Write the balanced equation for the preparation of the following salts in the laboratory: (c) An insoluble base by the action of a soluble base on a soluble salt

When lead nitrate (soluble salt) reacts with sodium carbonate it produces lead carbonate which is insoluble and basic in nature. The balanced equation for the reaction is, $P b (N O_{3})_{2} + N a_{2} C O_{3} \to P b S O_{4} + 2 N a N O_{3}$
