${H C l O}_{4} < {H C l O}_{3} < {H C l O}_{2} < H C l O$
This is because the oxidizing power is inversely proportional to the thermal stability of acids for oxacids of chlorine. Here, the thermal stability of oxyacids is ${H C l O}_{4} > {H C l O}_{3} > {H C l O}_{2} > H C l O$ .
