A terminating decimal, is a decimal that has an end.
A non-terminating decimal is defined as a decimal number that does not have an endpoint in its decimal digit and keeps repeating forever.
On simple division we get ,
$\frac{54}{100}$ $= 0.54$
Hence, the decimal form of $\frac{54}{100}$ is $0.54$ and the decimal expansion is terminating.
