A fraction is in the lowest term, if the numerator and denominator have no common factor other than 1.

To write 0.25 in the fractional form, we count the number of digits after the decimal point and add that many zeros after 1 in the denominator.

So, 0.25=25100

Dividing numerator and denominator by 5.

25÷5100÷5=520

Again, dividing numerator and denominator by 5.

5÷520÷5=14

14 cannot be reduced further as it has no common factor other than 1.

Therefore, 0.25 in the lowest terms is 14.
