Converting minutres into seconds,
Since, $1 m i n . = 60 s$
$\begin{array}{rcl} ∴ 3 m i n & = & 3 \times 60 s \\ = & 180 s \end{array}$
According to the question,
$\begin{array}{rcl} 3 m i n t o 40 s & = & 180 s : 40 s \\ = & \frac{180}{40} \\ = & \frac{18}{4} \\ = & \frac{9}{2} \\ = & 9 : 2 \end{array}$
Hence, the given ratio in the simplest form is $9 : 2$
