Cause of mental retardation:

1. The thyroid hormone released by the thyroid gland is required for the normal development of the central nervous system (CNS).
2. Iodine deficiency results in the deficiency of thyroid hormone. This prevents the normal development of the CNS, thus causing mental retardation.

Therefore, the deficiency of thyroid hormone causes mental retardation.
