Turns out that water kept seeping into mines meant for my extraction which made my extraction all the more difficult. As a result, it was important to first remove this water. Water kept seeping into coal mines making it difficult to extract coal. The task involved manual labour hence extra workforce which meant extra pay for the additional workers.
