We can prepare a homogeneous solution by using just sugar and water.
Dissolving sugar in water will give us sugar solution, which is an example of homogeneous mixture.

We cannot prepare homogeneous mixture using sand as sand will form a heterogeneous mixture with sugar or water or both together.
