Imposing penalty was a hard step taken by the government to make people aware that they won't go unpunished for breaking civic rules, and they need to pay more attention to keep their city clean and beautiful as it used to be. The fifty- rupee fine that the people had to pay for some offence made them realise the gravity of the situation. Imposing a penalty was one of the main reasons for making Surat a model city as this made people responsible for the cause and made the government's efforts meet good result.
