Let us assume the missing fraction be $P$
Then,
$8.4 \div P = 2.1$ ( write it in fraction form )
$\frac{8.4}{P} = 2.1$
$\frac{8.4}{2.1} = P$ ( Bring $2.1$ from right to left and $P$ from left to right and while doing so respective operations get changed )
$4 = P$ ( Simplify $\frac{8.4}{2.1}$ by dividing by a common factor $2.1$ in numerator and denominator separately )
Or, $P = 4$
Hence, $8.4 \div4= 2.1$
