(A)The National People’s Congress (NPC) consists of about 2,980 delegates in 2018.

The National People’s Congress of the People’s Republic of China commonly referred to as the National People’s Congress is the largest organ of state power and the national legislature of the People’s Republic of China. With 2,980 members in 2018, it is the largest parliamentary body in the world.

(B) Government is always formed by the Communist Party

In democratic elections, the ruling party has fair chances of losing, but in China, only candidates chosen by the Communist party are allowed to contest the elections. Hence the Government is always formed by the Communist party, therefore the Chinese Government cannot be considered a democratic government.
