Motion:

When a body does changes its position with respect to its surroundings, it is said to be in motion.

Rest:

When a body does not change its position with respect to its surroundings, the body is said to be at rest.

Frame of reference:

A frame of reference is made up of a coordinate system and a set of physical reference points that are used to establish the positions and velocities of objects within it.

A person travelling with you in a bus is at rest.

  1. As we know that, the Earth is in motion but still, it is said to be Inertial Frame.
  2. While travelling on a bus, you are at rest relative to the bus and in motion with respect to the surrounding outside the bus.
  3. It all depends upon the perspective of the viewer and the frame of reference.
  4. So, I agree on this statement, because if we see the person by keeping bus as a frame of reference then the person is also at rest condition.

Hence, with respect to you, person is in rest but with respect to anyone outside the bus, the person is in motion.
