  1. Liquids can conduct electricity if they have dissolved ions, such as in acids and bases.
  2. Solutions of salts are also conducting liquids because salts dissolve to form ions.
  3. The ions in liquids have a charge and when voltage is applied, they move, producing electric current.
  4. Since only non-polar solvents cannot dissolve ions, they cannot under any circumstance conduct electricity.

Hence, a liquid with dissolved ions can conduct electricity.
