$1000$ can be expressed as $10^{3}$
By point shift trick, we know that by multiplying a decimal number with $10^{n}$ moves the decimal point $n$ places to the right
Therefore, on multiplying $0.03$ with $10^{3}$ moves the decimal point $3$ places to the right making it $30$
Hence, the value of $0.03 \times 1000$ is $30$
