In the third row of the periodic table, the third element is aluminium. The outermost orbitals to be filled are 3s and 3p. The 3s orbital fills before the 3p orbitals. Hence, electron configuration is [Ne]3s23p1. Clearly the aluminium has 3 valence electrons by looking at the electron configuration.
