Step 1. Calculate the percentage of voters who did not vote.

We know that 60%of voters voted.

Therefore, the percentage of voters who did not vote:

100%60%=40%

Step 2. Calculate the actual number of voters who did not vote.

Since the total number of voters are 15000.

Therefore, the number of voters who did not vote:

40% of 15000=40100×15000=6000

Hence, the percentage of voters who did not vote is 40% and the number of voters who did not vote is 6000.
