It can easily sway a roof made of tin sheets.
Precautions that can be taken are:
Screw the roof tightly. So that the tin sheet stays attached.
Attach heavy materials to the edges of the roof. Also, heavy materials could be kept on the roof. This will make the roof immobile even during windstorms.
The edges of the roof can be sharpened. This will cut the flow of wind through it.
