Current Population of a city = 24,500

Decrease in population of a city = 25,000-24,500

= 500

Percentage decrease in population = DecreaseinpopulationInitialPopulation×100%

= 5002500×100%

= 15×100%

= 20%

Hence , decrease in population of a city is 20%.
