Meaning of proportional relationship:

The proportional relationship is a relationship between the two amounts such that the rate of change of those amounts is the same.

For example,

Let x be the length of the shirt and y be the width of the shirt.

Their rate of change in length and width is proportional such that the ratio xandy is constant i.e. xy=k

To increase the overall size of a shirt, its length and width increase proportionally.

Thus, The proportional relationship is a relationship between the two amounts such that the rate of change of those amounts is the same.
