Short circuit:

  1. A connection of relatively low resistance formed by accident or design between places on a circuit where the resistance is ordinarily significantly higher is called a short circuit.
  2. Whenever a cell is short-circuited, it indicates that the wire connecting the positive terminal of such cell is also linked to the negative end of the cell, implying that the positive and negative endpoints are at the same perspective and there is no potential difference.
  3. Hence, in short-circuiting I=0, so V=0.

Therefore, the terminal potential difference of a cell when its short-circuited is zero.
