(b) $(1 \times 100) + (0 \times 10) + (2 \times 1) + (6 \times \frac{1}{10}) + (3 \times \frac{1}{100}) + (0 \times \frac{1}{1000}) \Rightarrow 100 + 0 + 2 + 0.6 + 0.03 + 0 \Rightarrow 102.63$
