According to the problem:
$C H_{2} N H_{2} + H C L = C H_{3} N {H^{+}}_{3} + C l^{-}$
inital $0.1$ $0.08$
equilibrium $0.02$ $0.08$
therefore
$[O H^{-}] = K b \frac{[C H_{3} N H_{2}]}{[C H_{3} N {H^{+}}_{3}]}$
implies that
$= \frac{5 \times 10^{- 4} \times 0.02}{0.08}$
implies that
$1.25 \times 10^{- 4}$
Hence,
$[H^{+}] = \frac{k w}{[O H^{-}]}$
$= \frac{10^{- 14} \times 4}{5 \times 10^{- 4}}$
$8 \times 10^{- 11}$
