Since all the points around each octagon have same potential, those 16 marked resistors are ineffective.

Leaving us with 24 resistors, which are connected as show in figure below

The effective resistances of the each of the 3 parts AC,CD and DB is 18 Ω
So effective resistance across AB, Reff=38 Ω

Current in circuit,
i=εReff+r=8(38+18)
i=8×84=16 A

P=i2Reff
=(16)2×38=16×16×38=16×6
P=96 W

So, the value of β is 8.
