We have, $p^{2} - 7 p q - q^{2} + (- 3 p^{2} - 2 p q + 7 q^{2})$
$= p^{2} - 7 p q - q^{2} - 3 p^{2} - 2 p q + 7 q^{2}$
On combining the like terms.
$= p^{2} - 3 p^{2} - 7 p q - 2 p q - q^{2} + 7 q^{2} = - 2 p^{2} - 9 p q + 6 q^{2}$
