In binary fission every minute the existing bacteria divides into 2

at 1st one bacteria,in 1st minute it divides into two bacteria's

in 2nd minute this two bacteria divides into two so four bacteria's

in 3rd minute this four bacteria's divides into 2 so there will be 8 bacterias

so the bacterias doubles in every minute

given that in 1 hour(60 minutes) the bacteria filled the cup

So in 59 minute the bacteria will be half filled, the next minute (60 minute) the bacteria doubles(fill the cup)
