Force can be described as a push or pull.

A pull directs the motion of an object towards us while a push tends to drive the object away. On this block (in option b), both push and pull are applied in the same direction, i.e., east direction and hence this block moves to the east direction.

In options (c) and (d) block will move to the west direction.
