total money paid $=\$y$

charges for first $5$km $=\$3$
Remaining distance $=x-5$
Charges for remaining distance $=\$1\times (x-5)$

So, total cost will be
$y=3+1(x-5)$
$\Rightarrow y=3+x-5$
$\Rightarrow y=x-2$.
