He nears apparent frequency f=2f after the sound comes reflected from the cliff.

In case of reflection where observer moves towards steady wall doppler's formula in given by:
f=(v+uvu)f [v :velocity of sound]
2f=(v+uvu)f
2v2u=v+u
which gives,
u=v3
