The correct option is A vertically upward
When the car goes over a piece of mud, due to adhesive forces the mud is stuck into the tread groves. till it comes into the horizontal position, grove's contact force and adhesive forces holds this mud. as it passes the horizontal position, all contact forces are removed and adhesion is not enough to provide the required centripetal force. which makes the mud to leave the circle and move along the tangent i.e. in upward direction.
