A colonising country exploits the resources as well as the people of the subjugated country to promote it own interest. Do you think having control allows exploitation? Give reasons for your answer.

Yes, having control over a resource allows exploitation if the authority having control doesn't care about the welfare of the people. A colonizing country is not bothered about the welfare of the country it has colonized. Hence, it only seeks to exploit the resource of the colonized country.
