Let's convertgal to qt.
We know that, 1 gal =4 qt
So, ⟹24 gal =24×4 qt=2qt
Hence, out of 25 qt capacityof the container, 2 qt is already filled.
∴Amount of water to be filled= Total capacity – Amount of water available = 25 qt – 2 qt=23 qt
