The rulers of mahajanapadas collected regular taxes to build forts and to maintain armies. Taxes on crops were the most important because most people were farmers. Farmers had to pay 1/6th of what they produced to the rulers of mahajanapadas as bhaga or share. So the farmer of Magadha who produces 15 kg rice would have to give 1/6th of it i.e. 2.5 kg as tax.
