Given, a = -2 and b = 3
So, putting a = -2 and b = 3 in the given expression, we get
$a^{2} + 2 a b + b^{2} = (- 2)^{2} + 2 (- 2) (3) + (3)^{2} = 4 - 12 + 9 = 1$
