As both are released at same time.
both has initial velocity is v=0
both has acceleration of downward.
Both moves downward as time passes but their path is different. So, the target moves in straight line while bullets
has projectile path.

The both barrel and bullet will have same acceleration in downward. So they both travel the same vertical distance as the bullet reaches the barrel.
So, the bullet will surely hit the barrel.
