Let the original cost price of the article be Rs. x
Selling price offered by man A =Rs 0.55 x
Selling price after 27% discount by man B =Rs 0.73x
Further discount offered by man B = 0.18 x 0.73x

The selling price offered by man A is less than man B, so man A will get his article sold soon.
