Let the number of oranges he first bought $=x$
Since 13 % were rotten, $100-13=87\%$ of the oranges are good.
Since he gave $75\%$ of this remaining $87\%$ good oranges, the number of oranges he will still have will be $25\%$ of the remaining $87\%$ good oranges.
Given,
$25\%$ of $87\%$ of $x=522$
$=>\frac{25}{100}\times \frac{87}{100}\times x=522$
$=>x=2400$
Hence, the man had bought $2400$ oranges first.
