= ${11}^3$

= 1331 = vol of water column

So,

The volume of a rise in water column = Volume of metal cube

Radius of cylinder = $\frac{28}{2}$ = 14

$\frac{22}{7}\times r^2\times h$ = 1331

$\frac{22}{7}\times {14}^2\times h$ = 1331

h = $\frac{1331}{22\times 28}$

h = 2.16 cm
