Since the metal is in the form of a sheet, its width must be thin, so the area occupied by the sheet will somewhat be the constant. The expansion is seen along the edges of the sheet as they are free to expand on heating. As the metal sheet undergoes expansion, its outer edges will widen such that the circumference of the ring expands in the same ratio as the width of the plate as shown in the figure.
Therefore the hole in the middle of the metal sheet gets larger.
Hence we can conclude that the sheet along its edges will expand radially outwards and hence the hole in the sheet will be larger.
