According to Doppler's effect

When the observer is moving towards the source and source is stationary, Vs=0

Frequency detected by observer is
f=(v+Vo)vf.....(1)

Frequency of the sound produced by open flute in second harmonic is
f=2(v2l)=2×3302×0.5=660 Hz
Velocity of observer in m/s, V0=10×518=259 m/s
