The ruling party lays the foundation of the government on the manifestos which it comes with during the election campaigning.Though there are many opinions available for the governance to be done,it usually selects the good ones and follow those which are meant for the welfare of the country.It almost limits it's rule to the promises done with the people ,so that they will have faith in them for the next period of elections.
