The correct option is B $4$ ms $^{- 1}$
Using momentum conservation for inelastic collision,

$m_{1} u_{1} + m_{2} u_{2} = V (m_{1} + m_{2})$

But $m_{1} = 16000$ kg $, m_{2} = 4000$ kg $, u_{1} = 5$ ms $^{- 1}, u_{2} = 0$ ms $^{- 1}, V = ?$

$\Rightarrow 16000 \times 5 + 4000 \times 0 = 20000 \times v$
