As it is a step-down transformer so number of turns in primary will be greater than secondary .
Given - NS=1.5 , NP=17 , VP=VIN=136V ,
we have transformation ratio , NS/NP=VOUT/VIN ,
1.5/17=VOUT/136 ,
or VOUT=1.5×136/17=12V
