Volume of sweet $= 4 \times 3 \times 2 = 24 {c m}^{3}$
Volume of cardboard box $= 27 \times 21 \times 8 = 4536 {c m}^{3}$
$∴$ No. of sweets $= \frac{4536}{24} = 189$
