Rs. $18.80$ per kg

Let the cost price of the tea $=$ Rs. $100$

Profit $=15\%$

Then Selling price $=$ Rs. $115$

According to the question, cost price of the tea $=70\times 15+30\times 18.50=$ Rs. $1605$

Packing charges $=2\%$ of cost price.

$\therefore$ Packing charges $=$ $\frac{2}{100}\times 1605=$ Rs. $32.1$

Total Cost price $=1605+32.1=$ Rs. $1637.1$

$\therefore$ S.P of $1$ kg tea $=$ $\frac{115}{100}\times \frac{1}{100}\times 1637.1=$ Rs. $18.8$
