Assume distance is d.

Time to cover d km at 30km/h = d/30 hours.
Time to cover d km at 40km/h = d/40 hours.

Total time = (d/30) + (d/40) = 7d/120 hours.

Average speed = Total distance / Total time
= 2d / (7d/120)
= 240d/7d
= 240/7
= 34.28 km/h

Average velocity is 0 , since the displacement is zero.
(Because starting point and ending point are same, displacement is zero)
