The given statement is false.

The water vapour is always present in the air irrespective of seasons like monsoon, winter and summer. Depending on the season, the amount of water vapour present in the air varies. During summer season, large amount of water vapour is present in air. This is because, during summer season the temperature is very high, as a result, large amount of water gets evaporated from rivers, lakes, seas and oceans. During a winter season, the amount of water vapour present in the air is very low because of low evaporation. During monsoon, there will a moderate amount of water vapour present in the air.
