In the case of the ring, the liquid wets it from two sides(inside and outside)Hence effective length= 2π(ri+re)so L=2×3.14(3+3.2)×10-2L=0.38mForce=0.003×10=0.03NSurface tension T=FL=0.030.38T=0.07N/m
